RMS / TfNSW: Project Wave Control

Client Challenge:

TfNSW was tasked with delivering a significant uplift in capital works over a multi-year period. A dedicated Major Projects delivery team was expected to manage over 180 projects at a capital value of over $15bn. This growth required a major, rapid uplift in capability with impacts across governance, assurance, and project controls, requiring a more streamlined and consistent approach.

The new capability also needed to align with the newly established Infrastructure NSW assurance process, ensuring compliance across the portfolio.

Our Services:
Vivendi Consulting were contracted to deliver the "Wave Control" project, focusing on building an efficient portfolio governance framework and lifecycle management approach. Our services included:

  1. Needs Analysis:

    • Consultations with internal stakeholders and external partners to develop requirements and understand diverse needs.

  2. Framework Design:

    • Developed a project management lifecycle, based on proven schedules and practices from the agency and select ‘best practice’ from wider industry.

    • Applied business process optimisation techniques to refine the framework, ensuring it was practical, efficient, and fit for purpose.

  3. Governance and Assurance Alignment:

    • Designed governance processes and assurance requirements tailored to RMS while aligning with Infrastructure NSW and broader NSW Government policies.

    • Defined clear approval processes, roles, and responsibilities for project teams and contractors.

  4. Portfolio Management Office Design:

    • Collaborated with RMS leadership to develop a future-state portfolio management office structure, supporting the new governance and assurance framework.

  5. Training and Implementation:

    • Provided training to over hundreds of staff in multiple locations, ensuring successful adoption of the framework and tools.

Outcomes Delivered:
The "Wave Control" project resulted in a comprehensive project management framework that delivered the following benefits:

  • Improved Efficiency: Standardised cost, risk, and schedule management processes across the portfolio, reducing inefficiencies and enhancing control.

  • Enhanced Alignment: Achieved compliance with external assurance requirements and NSW Government standards, ensuring consistency across all projects.

  • Scalable and Sustainable Model: The framework has been used widely across the transport cluster, reflecting its effectiveness and adaptability.

  • Recognition: The project was nominated for the Premier’s Award, acknowledging its impact on transforming project delivery and governance in NSW.
